Six winners will then be chosen, one for each of the city's snow plow districts.
Communications Manager Tom Dominguez tells CBS 2 that the combination of heavy snow and winds causes accumulation on power lines and the trees that surround them - causing outages and downed power lines.
While snow is obviously an important factor, it's also about wind and visibility.
