BOSTON (AP) — The state gambling commission has cleared Mohegan Sun to bid for the sole resort casino license in western Massachusetts.

The unanimous vote followed an extensive background check by the commission and a brief public hearing Thursday.

Mohegan Sun is the first developer seeking a regional resort casino in Massachusetts to be qualified by state regulators, a precursor to filing a formal application.

The Connecticut casino operator has proposed a $1 billion resort casino in the town of Palmer. It will likely be in competition with MGM Resorts International, which has proposed a casino in Springfield, for the western Massachusetts license.

The five-member commission also announced that it had qualified Penn National after a background check. The company hopes to operate a slots parlor at the Plainridge harness race track in Plainville.
