Man armed with BB rifle injured after shooting involving Baltimore County police

A man armed with a BB rifle was injured and taken to a hospital after a Baltimore County police officer shot him on Monday morning.

Police said officers received reports of an armed person in the Putty Hill area of Parkville around 8:05 a.m.

Once on the scene, police encountered the man on White Marsh Boulevard. One officer discharged their weapon during the encounter, hitting the man.

The man was taken to a hospital and is expected to survive, officials said. No other injuries were reported.

Police said a BB rifle, which resembled a firearm, was recovered at the scene.

Police said they consulted with the Maryland Attorney General's Independent Investigations Division (IID), which usually looks into police involved incidents that lead to an injury or death. However, according to department officials, the Baltimore County Police Homicide unit will handle this investigation.

As of 12:30 p.m., all lanes of MD-43 are reopened from I-695 to Walther Boulevard.

Anyone with information about this incident is urged to call the police at 410-887-4636.

The officer was put on administrative leave, according to police.

A witness account

Siena, who declined to give WJZ her last name, said she was driving her children to school Monday morning when she noticed a large police presence as she was approaching the exit for White Marsh Boulevard from I-695.

"I saw [police cruisers] pull over with their sirens on and everything, get out of the car and start looking in the woods," she said. "I thought, they're not pulling anyone over, that's kind of strange."

Siena kept driving through the exit, but in the middle of the off-ramp, she had to brake suddenly when a man walked across. She soon noticed he was holding something.

"When I realized that he had a rifle, I just thought to myself, 'Oh my gosh, I hope that's not real,'" Siena said. "What was strange about it was that he wasn't running; he wasn't alarmed. He was just casually running across a road with quick cars."

She didn't stay long enough to witness the police shooting, hearing about what happened after the fact.

Siena said this is a Monday she won't forget for some time.

"It wasn't the start to the week I thought, but I hope the rest of the week is calmer," she said.

Police involved shootings in Maryland

The IID, created in 2021 by the Maryland General Assembly as part of a police accountability reform effort, has investigated more than 79 cases across the state, including 13 cases involving Baltimore County police.

The most recent IID investigation in Baltimore County was launched on Oct. 8 after an armed man was fatally shot by officers.

The man, identified as 55-year-old Robert Adams, was killed after an hours-long barricade situation in Dundalk. Officers were initially called to the scene for a report of gunshots.

According to police, six officers fired their weapons during the response.

During their investigations, the IID usually identifies the involved officers and releases related body-camera footage within 30 days of the shooting.
