Dundalk Man Charged With Impersonating Officer, Rape

DUNDALK, Md. (WJZ) -- Baltimore County police have arrested a man they say impersonated a police officer and then raped two women in two separate incidents.

According to police, Brian Keith Cooper picked up a prostitute on February 22. He drove the woman to the dead end of Crofton Avenue and then showed her handcuffs and a badge. He asked her what she would do to stay out of jail. The woman had sex with him and he dropped her off.

On February 28, he picked up another woman and said that he was deciding if he would arrest her. Then he told her he'd let her go in exchange for a sexual favor.

Cooper has been charged with second degree rape, second degree sex offense, impersonating a police officer and related charges. He was released on $350,000 bail.
