W.H. insists on U.S.-Afghan security pact by end of 2013

White House spokesman Jay Carney insists the bilateral security agreement between the U.S. and Afghanistan must be signed by the end of the year, saying any delay would make a post-2014 U.S. military presence in Afghanistan "untenable."
