In 2014, the Department of Veterans Affairs was rocked by a report that at least 35 U.S. veterans died while waiting for appointments at a Phoenix VA hospital. VA Secretary David Shulkin spoke to "CBS This Morning" co-host Norah O'Donnell about what the agency is doing to shorten wait times and increase the agency's transparency with the public.
