Video shows New Jersey officers pinning down Black teen and handcuffing him

After two teens got into a fight in a New Jersey mall, officers were captured on video pinning the Black teen down on the floor and putting him in handcuffs while letting the other teen sit on a couch. Gov. Phil Murphy said it shows "what appears to be racially disparate treatment."
