Sea otter seen trying to steal board from surfer in ocean

An "aggressive" sea otter was seen trying to steal a surfboard from a surfer in Santa Cruz, California. The California Department of Fish and Wildlife warned beachgoers about the 5-year-old otter and said she is "exhibiting concerning and unusual behaviors."
