Rising ocean water temperatures increase risk of Pacific hurricanes

Hurricanes Irma, Harvey and Katrina are just some of the storms that have ravaged the East Coast. But in California, hurricanes are virtually unheard of. As CBS News correspondent Jamie Yuccas explains, that could change.
