New York City declares state of emergency over influx of migrants

New York City has declared a state of emergency due to the spike in migrant arrivals to the city. There are currently more than 61,000 people in its shelter system, a city record. It comes as asylum seekers are bused from the U.S.-Mexico border. Yaritza Mendez with the "Make the Road New York" organization, joined CBS News to discuss the crisis.
