New Orleans residents still rebuilding eight years after Katrina
In the last eight years, only 4,000 of the 14,000 residents in New Orleans' lower 9th ward have returned. While the Army Corps of Engineers has spent over $14 billion rebuilding infrastructure, many residents cannot afford to rebuild homes. Volunteer organizations are helping fill the gaps. Mark Strassmann reports.
