Man seen dragging dog behind motorized wheelchair in disturbing video

A Texas man was arrested Feb. 16, 2017 after a neighbor filmed him allegedly dragging his German Shepherd by its leash behind his motorized wheelchair. The dog has since been removed from his home and is doing well. Warning: The video may be difficult to watch.
