Nations in Southeast Asia are trying to head off a military conflict over disputed waters. Beijing sank a Vietnamese fishing vessel near a Chinese oil rig, but then moved the rig. That was a key step toward easing tensions, Vietnam's permanent ambassador to the United Nations tells CBS's Pamela Falk.
