In lieu of federal government, states and cities take charge on environment

Governors and mayors around the U.S. are saying that if President Trump won't lead the way on protecting the environment, they will. Among them is California Gov. Jerry Brown, whose state's economy is booming despite strict regulations. Carter Evans reports.
