Feds: Texas gunmen were not "high priority threats"
Law enforcement officials say Elton Simpson and Nadir Soofi were well-armed when they opened fire in Garland, Texas. Both men were known to the FBI, but one official tells CBS News they were not considered "high priority threats." Jeff Pegues reports.
