Couple accused of starving 13 siblings had "healthy" dogs

David and Louise Turpin, the California couple accused of starving and torturing their thirteen children, had two Maltese-mix dogs in their home that appeared "healthy" and "well-fed," according to City of Perris officials. Inside Edition reports.
