Connecticut set to adopt new "baby bonds" program

Connecticut is expected to become the first state to introduce a "baby bonds" program. It will put $3,200 into a trust for each baby born into poverty, which they can access when they turn 18. Connecticut state treasurer Shawn Wooden, one of the main supporters of the bill, joins Tanya Rivero on CBSN's "Red & Blue."
