Baltimore police investigate video appearing to show cop planting evidence

Baltimore authorities are investigating after body camera footage showed a police officer placing a can in a trash-filled lot. Moments later, he retrieves the can, which contained a bag of white capsules. Prosecutors have dropped charges against a person arrested for drugs.
