New rules require airlines to offer cash refunds for delayed, canceled flights

The Transportation Department has announced new rules that will save travelers millions every year. Within the next six months, airlines will have to start giving cash refunds instead of vouchers if flights are canceled or face significant delays. They would also be required to refund baggage fees for bags that arrive more than 12 hours late.
