Gov. Abbott said in a news release Sunday that "approximately 90 Texans" are among the unspecified number of U.S. citizens expected to arrive at Lackland Air Force Base.
"Price-gouging is un-Texan and will not be tolerated in our state," read the joint statement. "We will work to combat any attempt to exploit public health and safety for monetary gain."
Six public health labs, including ones in Dallas and Fort Worth, are now equipped to perform COVID-19 testing.
"We've been through this exercise before," Governor Abbott said referencing the Ebola situation in Dallas in 2014. "In Texas language, this isn't our first rodeo."
Gov. Abbott's office said the new application was established because human trafficking and domestic violence often lead victims down a path of offenses that entraps them in a cycle of crime.
More than three months after the tornado, Dallas area leaders are still waiting for the federal disaster declaration.
It's called Lily's Law and it was named after a Mockingbird Elementary School student in Dallas ISD.
This follows their letter to President Trump earlier this month asking him to expedite FEMA's review and to support Governor Abbott's request for a federal disaster declaration.
