The Association of Texas Professional Educators says there is a definite teacher quality gap in Texas schools.  High quality teachers are not in poor, minority, low performing schools…they are in "schools that are low poverty, predominately white and higher achieving."  Researcher Ed Fuller says of course that's one thing that makes those schools higher achieving.  He's paying teachers more to go to low performing schools to can help, but he says one thing can make an even bigger difference, a good principal.  He says a high quality principal that stays at a school for years can get high quality teachers to that school.
