McKinney police shoot son, suspect in parents' deaths, during welfare check at former city manager's home
A 34-year-old man was shot by police on Sunday after officers discovered his parents, the former McKinney City Manager, Leonard Frank Ragan and his wife, Jackie, dead inside their home during a welfare check, the current city manager confirmed to CBS News Texas.
McKinney police were called to the home in the 5300 block of Dunster Drive for a welfare check just before 10 a.m. after family members reported not hearing from the residents for several days. Responding officers entered through the back door and found two homicide victims in the living room, Leonard Frank Ragan, 73, and Jackie Ragan, 72, the report states.
As officers continued to search the home, they found 34-year-old Bryce Ragan inside a bedroom, armed with a firearm. Police said they gave him several commands, which he did not comply with.
Two officers fired their weapons, hitting Bryce Ragan multiple times. Officers immediately provided lifesaving aid until emergency medical services arrived. McKinney PD said no officers were injured.
Bryce Ragan was taken to the hospital, where he is reported to be in stable condition. Police said Bryce Ragan is a suspect in the death of his parents, Frank and Jackie Ragan.
He has been charged with capital murder of multiple persons, along with three charges of aggravated assault of a public servant.
This was the second time officers had visited the home in the past 24 hours. They conducted a welfare check Saturday night after a family member called saying they hadn't heard from the Ragans in several days.
Neighbors shaken by the day's events
"I've lived here in this neighborhood for 15 years and this neighborhood has always been very safe. I've never seen any major incidents, definitely nothing like this," said Zach Barrett, who lives nearby. "But as far as I know, I've never seen anything remotely close to this in the 15 years that I've lived in this neighborhood."
Police have not said the cause of death of the victims, but the two officers who fired their weapons have been placed on administrative leave, which is normal department policy.
"We have learned that former City Manager Frank Ragan and his wife were tragically found deceased in their home," McKinney City Manager Paul Grimes said in a statement to CBS News Texas. "Mr. Ragan served the McKinney community from March 2008 to June 2010. Our condolences and prayers are with the family. We are unable to comment further while this is an active investigation."
The investigation is ongoing.
