Kelsey Musgrove's body was found "partially buried in a steep clay bank" on the river's edge at Potato River Falls, the sheriff said.
"I've always wondered more about my father," said Linda Shauvin, who was just 3 years old when her father left for the war and never returned.
Artissua Paulk, 43, was charged with one count of manslaughter by culpable negligence.

Officials with the Utah Division of Wildlife Resources said it was just the eighth confirmed wolverine sighting in Utah since 1979.

Rescue crews encountered deep snow and avalanche conditions, with winds blowing between 50 and 70 mph, officials said.
Radcliff Spencer's remains were taken to the coroner, and the other four people who were with the skier were taken out of the canyon by helicopter.
"It is believed the caller took his own life after calling 911 to report the accidental shooting," officials said.
Jaqueline Durand was "catastrophically disfigured" when she was attacked by a mix-breed German Shepherd and a pit bull, the suit says.
Zachary Taylor Blood, 33, admitted to one count of alien smuggling after he was arrested at a checkpoint in October, prosecutors say.
