House Democrats asked the Supreme Court this week to delay arguments in its dispute with the Justice Department.
Mr. Trump appeared in public for the fourth time since Election Day to announce efforts to lower prescription drug prices.
Mr. Biden also said Thursday he had made his choice for treasury secretary.
Mr. Trump also summoned two of Michigan's Republican state legislative leaders, House Speaker Lee Chatfield and Senate Majority Leader Mike Shirkey, to Washington, D.C., for a meeting Friday.
"For America's educators, this is a great day. You're going to have one of your own in the White House," President-elect Joe Biden said of his wife, Jill Biden.
The Supreme Court is scheduled to hear arguments December 2.
Graham, however, called the characterization of his call with Raffensperger "ridiculous."
The Trump campaign is seeking to block the certification of election results in several key states, alleging with scant evidence ballots were fraudulently cast.
"The idea the president is still playing golf and not doing anything about it is beyond my comprehension," Biden said.
Michigan Governor Gretchen Whitmer announced more stringent restrictions on schools and businesses in response to a surge in coronavirus cases.
Mr. Trump continues to claim there was widespread fraud in the election, though there is no evidence to support his allegations.
The GSA has yet to formally acknowledge Mr. Biden as the likely next president.
CBS News still considers the presidential race in Georgia too close to call.
"I don't see a need for legal action, quite frankly," the president-elect said.
Chief Justice John Roberts and Justice Brett Kavanaugh signaled they disagree with arguments that Obamacare should fall.
