The sanctions were announced in coordination with the Group of 7 and European Union.
The White House called the Senate vote a "step backward" for the Biden administration's ability to respond to COVID-19.
The latest transfer brings the total amount of military aid from the U.S. to Ukraine to more than $2.4 billion since Mr. Biden assumed office.
Despite the Senate Judiciary Committee deadlocking on advancing her nomination, Jackson is likely to be confirmed with three Republican senators having pledged support.
"Sarah has been a champion for Alaska values, Alaska energy, Alaska jobs, and the great people of Alaska," Trump said.
"If your wife is an admitted and proud contributor to a coup of our country, maybe you should weigh that in your ethical standards," House Speaker Nancy Pelosi said Thursday.
The North Carolina congressman made the comments about the alleged behavior of members of Congress during a podcast interview last week.
It's unclear whether other Republican senators will join Collins in voting to confirm Jackson to the Supreme Court.
