Oakland high-school rowing crews manuever around boats illegally docked in estuary

Boats anchored near the Jack London Aquatic Center in Oakland are violating an ordinance that bans anchoring for more than 12 hours, and the lack of enforcement is affecting high school rowing crews. Kevin Ko reports.
