Getting Answers: What are California "Placeholder Bills"?

California lawmakers introduced a record number of bills before the deadline but we still don't know what more than one thousand of those bills would actually do. That's because two out of five bills introduced this year was a "placeholder bill" -- bills introduced without specific language.
