City of Sacramento receives $13.4 million in water meter settlement

The city hired Treichert Construction to install thousands of new water meters to reach a state requirement that all homes and businesses have them by this year. In the suit, the city claims Treichert failed to install special equipment to keep the meters in place, backfilled excavations with non-approved materials and billed the city for both materials and labor it never used.
