Masked man who terrorized people in Center City is on the run, Philadelphia district attorney says
The man who terrorized people while wearing a "Chucky-style" mask near City Hall in Philadelphia is on the run, District Attorney Larry Krasner said. Police have identified the man as Zymire Hughes and are asking anyone with information to come forward.
