The boy was transported to Jefferson Hospital where he was pronounced dead.

Police say a woman drove herself to the Philadelphia Police 3rd District station to turn herself in but she was later released.

CBS3 has learned that the woman was not taken into custody. She was interviewed by officers and allowed to leave. No charges are being filed at this time.

Neighbors who know the boy's family and witnessed the aftermath of this hit-and-run are left wondering why.

"I mean, accidents happen, I don't know what would cause someone to run," said Joe Versace.

The names of the victim and the driver have not been released.
