Officials Reveal New Details On Chester Threat Arrests, Crime Initiative

CHESTER, Pa., (CBS) -- Chester Mayor Thaddeus Kirkland, Delaware County District Attorney Jack Whelan and top police officials have now provided new details about two arrests for online threats to Chester students and police in the past two days.

The most recent arrest at 7:45 Wednesday night came at a Media apartment where 23-year-old David Milbourne was taken into custody for allegedly posting threats against Chester police officers and their families earlier in the day.

Milbourne, allegedly posting a picture of himself in a black ski mask with his hand making a gun gesture, writing, "tell them stupid Chester cops...they better worrie about their family getting murdered..after all who gonna stop me."

District Attorney Jack Whelan says the suspect, now being held in $2.75 million bail, surrendered peacefully, confessing to making the threats and adding he had no regrets about his actions. Whelan says no weapons were recovered during a search.

Early Tuesday morning, a 17-year-old woman was arrested for threatening violence at Chester High School and other schools in a posting.

Investigators say they now believe she was goaded into making the threats by others who "dared her" to make the postings online.

Officials at the press conference told reporters that while Milbourne may have had Facebook contact with the teenage suspect, there's no indication the threats are connected.

Finally, Chester Mayor Thaddeus Kirkland announced a new Chester Anti-Crime Initiative, offering a $5,000 reward for information in all homicide investigations.

The Mayor also stating the city is beginning a crackdown on so-called low-level, quality of life crimes, such as abandoned autos. Officials hope by cracking down on lesser crimes they can help curb more serious offenses.
