Man Accused In Alleged ISIS Plot Has Ties To Phila., Del.

DOVER, Del., (CBS) -- One of the terror suspects arrested for allegedly trying to join ISIS has ties to Philadelphia, and Dover, Delaware. Abror Habibov, 30, lived in a Dover apartment complex until August when his landlord sued Habibov for not paying rent.
A law enforcement source told Eyewitness News Habibov worked at a cell phone kiosk at the Dover Mall.
"We need to be aware of our surroundings and be aware of what people are up to," Habibov's neighbor Jeremiah Millner told Eyewitness News.
Millner lives a few buildings away from Habibov's old apartment. He told Eyewitness News he was stunned to learn his former neighbor allegedly had plans to join ISIS.
Authorities arrested Habibov in Jacksonville, Florida for aiding two other men. Akhror Saidakhmetov, 19, and Abdurasul Hasanovich Juraboev 24, were arrested in New York City on Wednesday.
According to court documents released this week, Habibov operated mall kiosks that sell kitchenware and fix cell phones. A source with Dover Police told Eyewitness News that Habibov worked at a cell phone kiosk inside the Dover Mall.
"I shop at the mall a lot and you walk by his stand and he fixes phones and he offered to fix my phone one time," Millner said.
Records show Habibov also operated a kiosk in Philadelphia, but authorities have not said which mall.
