Will Obama's Security Reforms Work?

Charles Glass, a former Hezbollah captive and author of "Americans in Paris," called the failure to detect the Christmas day bomber highlights a "real systematic problem."

On "Washington Unplugged" Friday, Glass noted that all of the recommendations President Obama made in his address yesterday were made after September 11, 2001. "It could happen again," he told moderator Bob Schieffer.

"All of these reforms were meant to have come in after 9/11 and they didn't work," Glass said. "There is a real systemic problem and this could happen again there could be someone on a plane as I am speaking whose name is known, is on some watch list but no one has put together the fact that he may be carrying a bomb."

Special Report: The Christmas Day Terror Attack

CBS News' National Security Consultant Juan Zarate disagreed with the statement citing the differences between the Christmas Day terrorism attempt and 9/11.

"I think this is a different problem than what we saw on 9/11, where the information was actually stove piped and was not allowed to be shared. Here you have a huge volume of information that actually was shared in the classic sense," Zarate said.

Both Glass and Zarate agreed that it is important to analyze what the White House does after yesterday's speech to fix the obviously defective security system.

"He is a politician. A lot of this is simply to combat domestic criticism and a lot of it is just public relations," Glass said of Mr. Obama. "I would like to see what it actually leads to in terms of policy."

"These people who are trying to blow up airplanes and assassinate people are first and foremost criminals and it may not be the best thing to elevate them to the status of warriors," Glass also said.
