Pelosi Will Stop Fast-track Clock
Politico reporter Patrick O'Connor reports that House Speaker Nancy Pelosi just announced she will stop that 90-day legislative clock that's supposed to govern congressional consideration of a trade agreement with Colombia.
Pelosi announced at a press briefing just now that Democrats will pass a rule tomorrow that removes the 90 day requirement.
That clock is mandated by special trade rules known as "fast track." President Bush started the clock yesterday when he formally transmitted the trade pact to Congress.
But he did so without the usual green-light from House and Senate leaders. That was huge - because no president in the three decades or so of fast track has made that move.
Pelosi's pledge to change the rules is hugely unprecedented, too.
