Oakland disciplines officers implicated by teen prostitute in sex scandal
SAN FRANCISCO -- A California police department announced disciplinary action against 12 officers implicated by a teenage prostitute in a wide-ranging sex scandal.
Mayor Libby Schaaf says the Oakland Police Department started dismissal proceedings against four officers, but she notes some may have previously left the department. The department earlier announced that two officers implicated in the scandal previously resigned. A third killed himself last year.
In addition, seven officers will serve a range of unpaid suspensions before being allowed to return to duty. Another officer will be required to attend training classes.
The press conference held by Schaaf and City Administrator Sabrina Landreth late Wednesday afternoon announced that the investigation into the underage sex scandal surrounding the teen daughter of an Oakland police dispatcher, had reached a conclusion, CBS San Francisco reported.
Schaaf declined to identify the officers.
The 19-year-old woman at the center of the scandal she said she has had sex with about 30 law enforcement officials. She said she had sex with four officers before she turned 18.
Officials said the year-long investigation entailed hundreds of hours of interviews with 50 witnesses beginning in September of 2015. The investigation included 11 different police interviews with the teen.
The Oakland Police Department reviewed over 78,000 pages of social media postings and 28,000 text messages as part of the process, according to officials. It was led by five members of the OPD Internal Affairs Unit and two members of the City Attorney’s Office.
Officials also noted that the investigation evaluated whether officers engaged in misconduct, but also whether there was evidence that any member — particularly supervisors or commanders — knew or should have known about misconduct and failed to report it.
