The Glendale News-Press reports that an off-duty cop spotted the man, identified as Gurgen Gukasyan. Police say he was driving with his right arm on the passenger seat and his head turned, reports MSNBC.
"This is just sheer disregard for public safety," Police Sgt. Tom Lorenz told the newspaper.
Gukasyan was reportedly arrested on misdemeanor reckless driving charges. No one was injured and he was not, police say, under the influence of drugs or alcohol.
The man was previously arrested for allegedly driving his car onto a Glendale park, causing thousands of dollars in damage.
He was released after the latest incident after posting a $5000 bond, according to the News-Press.
