(CBS/WTSP/AP) ROCHESTER, N.Y. - New York State police charged David R. Perry, the boyfriend of missing Florida police cadet Kelly Rothwell, with insurance fraud and grand larceny on Thursday.

Perry was arraigned overnight and is currently held without bond, reports CBS affiliate WTSP.

Perry is being accused of fabricating an injury while he was a New York State Correctional Officer at the Elmira Correctional Facility in 2003 to obtain a disability retirement.

Florida authorities have wanted to question Perry in the disappearance of Rothwell, his 35-year-old girlfriend. Perry has refused to take a DNA test or even talk to authorities, aside from his lawyer providing the three hour timeline of the day Rothwell disappeared to police.

Police have not called him a suspect, but they have referred to him as a person of interest in the case.

Rothwell was last seen March 12 leaving a Chili's restaurant in Clearwater, Fla. 

The friend who last saw her told WTSP that Rothwell had plans to go home and break up with Perry.
