Cigarette bans on college campuses catching on: Unfair?

(CBS) Butt out. That's what a growing number of colleges and universities seem be saying to students who smoke cigarettes.

At least 530 colleges and universities in the U.S. had enacted policies that bar smoking as of July 1, according to the American Nonsmokers' Rights Foundation (complete list here). That means no smoking anywhere on campus, including dorms.

And the trend seems to be accelerating. In the past year alone, more than 120 campuses were added to the list, the foundation's Liz Williams told CNN.

Wisconsin, New Jersey, and Illinois have implemented smoke-free laws designed to protect all college students and staff from second-hand smoke in residence halls, according to the foundation. But the most successful smoke-free policies have been the ones that were driven by students and campus employees, CNN reported.

Despite the well-known risks of smoking - which include numerous deadly diseases like lung cancer and heart disease - there are still plenty of college-age smokers in the U.S. About 20 percent of high school students say they've smoked within the past month, according to 2009 data published by the Centers for Disease Control and Prevention. And 21 percent of adults age 18 or older currently smoke cigarettes.

Will college smoking bans snuff out student smoking? No matter what, the bans are predictably unpopular with smoking rights advocates.

University of Michigan senior Graham Kozak told CNN, "It's not within the scope of the university's responsibilities to decide that smoking is an activity that we as adults shouldn't engage in."

And Audrey Silk, a smokers' rights advocate in New York City, told CBS News that she opposes college smoking bans, adding "The goal is to have a smoker-free society. It is part of a strategy to ban smoking completely everywhere."
