Ex-Texas Health Official Defends No-Bid Contracts

AUSTIN (AP) — A top Texas health official who resigned amid questions over $110 million in no-bid contracts is standing by the Austin tech company he hired.
Jack Stick resigned as chief counsel for the Texas Health and Human Services after officials concluded that work outsourced to 21CT was awarded unfairly. The state also canceled the contracts.
Stick told the Austin American-Statesman in an email that 21CT offered a better product than competitors and followed the rules. He said no one has questioned the state's relationship with the company except the newspaper, fired former employees and those who shirked from accountability.
Stick resigned Friday. Kyle Janek, the state's top health executive, told the newspaper in a story published Sunday that the contract was not worth sacrificing the integrity of the agency.
