FORT COLLINS, Colo. (CBS4) - Fort Collins has bagged a proposal to impose a fee on disposable shopping bags.
Monday night the city council voted down a proposed 10 cent fee.
Opponents of the ban say providing consumers with better information on how to recycle would have a bigger impact on behavior than the fee.
