Business Impact Statements Won't Be Required In Colorado

DENVER (AP) - A Colorado proposal to require reports on how state bills would affect businesses has failed for a second year. Critics say the proposed "business impact" statements would have simply added paperwork and wouldn't improve how laws are made.

The bill would have allowed as many as 50 business leaders to submit comments on pending legislation. Republicans endorsed the idea and passed it in the GOP House.

But a Democratic committee in the Senate rejected the idea Monday. Democrats pointed out that businesses are free to comment on pending legislation now. They argued the "business impact" requirement would add red tape to the lawmaking process by requiring long printed attachments to existing legislative analysis.
