What could National Guard troops do in Chicago if Trump deploys them?

No word from the White house on when or if it will dispatch the Illinois National Guard to Chicago. The president spoke about the possibility again on Tuesday, but the former head of the Illinois National Guard said troops would be very limited in what they could do if they get called up.
