Trump to meet with congressional leaders in last-minute ditch effort to avoid shut down

Republicans want to pass a temporary spending bill that would fund the government through Nov. 21. Democrats say they will not vote for that bill unless Republicans agree to extend Obamacare insurance subsidies.
