More than 1,000 poll monitors dispatched across country, including Illinois and NW Indiana
An email dated Oct. 21 from the DOJ to the state Board of Elections laid out what to expect, reading, "Our monitors only observe and take notes. They do not intrude or interfere in any way in the voting process."
