Ex-Philadelphia officer turns himself in after deadly shooting during traffic stop
Authorities in Philadelphia released 22 minutes of police body camera video from a deadly traffic stop last month. The now-former officer Mark Dial shot and killed Eddie Irizarry during a traffic stop on August 14th.
