Emergency rule change would alter policy on who can get a FOID card in Illinois

The proposal comes after the Highland Park parade shooter was deemed a Clear and Present Danger by local police, but Illinois State Police said there was not enough evidence for the designation and the shooter went on to get FOID anyway. CBS 2's Chris Tye reports.
