Chicago mayor says it's a "sad state" that Chicago has to sue government to protect city

Speaking as a hearing on a lawsuit preventing National Guard deployment got underway, Chicago Mayor Brandon Johnson said it's a "sad state in America" when they "have to go to court to protect the people of our city."
