Authorities are especially concerned about neighborhoods burned by wildfires last January and urged residents onTuesday to evacuate.
County officials say the declaration is meant to help residents who they say have suffered financially because of the raids.
Public Works crews will be going street by street on Monday morning, surveying damage and clearing debris.
