One week after Illinois Supreme Court Justice conceded defeat in his bid for retention to a third 10-year term, the state's highest court has unanimously chosen Illinois Appellate Court Justice Robert Carter to fill Kilbride's seat until the next election in 2022.
Kilbride needed at least 60% of the vote to retain his seat in the 3rd Judicial District. With nearly 98% of precincts reporting, unofficial results show Kilbride had only about 56% support.
The court found that destroying the documents would violate that state's public records law.
In the order, the high court leaves to the chief judges of each of Illinois' 24 judicial circuits to implement plans for reopening based on specific factors.
