Walter's Perspective: Horse Enforcement
CHICAGO (CBS) -- What a day Memorial Day was. To be out and about at the outdoor cafes, people people watching, those wonderful horse-drawn carriages.
I was watching for Chicago Police to enforce the new law that says if you drive a carriage drawn by a horse, you have to clean up the horse's mess.
Scrub, scrub and deodorize the street or get arrested and punished by a fine up to $500.
Watch as I did, I saw not a cop anywhere watching the carriages. Not one cop stopping a horse...even spying on a horse. Not a cop in blue or plain clothes, in an alley or unmarked squad.
I saw many horses doing what they do, but nary a cop watching them do it. Where are the horse watching police? Is the horse watcher patrol? Maybe hiding indoors to avoid the heat or being embarrassed following a horse?
Or maybe the cops are ditching the patrol, to patrol for crimes they ought to patrol. How good that would be.
